In 1997, longtime Flash writer Mark Waid began a one-year break from the title. His replacements were Grant Morrison and Mark Millar, who initially planned to divide their 12-issue, monthly run on the title into four three-issue stories. Morrison departed after three of these storylines, leaving Millar to write the fourth solo.
A single month before Morrison and Millar took over Flash, William Messner-Loebs took over as writer of Impulse, a position which Mark Waid had also vacated.
