“Why do super-people never go after the real bastards?” With these words (from the first page of The Authority #13), plus a beautiful disorienting worm’s eye view of the Engineer dropping bombs toward the camera, Mark Millar announced that he was blowing up the expectations for the super-hero, taking the words of Warren Ellis and others who had pointed out that super-heroes simply reinforced the status quo and translating those words into thrilling action.
